With great sadness, the U.S. Embassy in Ottawa announces the passing of Sam Brock, our Minister Counselor for Political Affairs, early in the morning on October 24, 2012, at the age of 60. A native of Radford, Virginia, Sam graduated cum laude from the Catholic University of America in 1974, including studies at the Catholic University of Puerto Rico in Ponce, and obtained an M.A. degree with honors from Georgetown University in 1983. Prior to joining the Foreign Service he worked as a contract interpreter for the Department of State and as an administrator for the Government of Spain at the Spanish Embassy in Kingston, Jamaica. Sam joined the State Department in 1983 and served 29 years of distinguished service in Seoul, Praia, Algiers, Mexico City, Cotonou, Marseille, Kinshasa, and Ottawa, along with tours in Washington at the Organization of American States, as the the director of North American affairs at the National Security Council from 2002-03, four tours in the Bureau of International Organization Affairs, including as interim director of the Office of UN Political Affairs and Director of the Office of UNESCO Affairs. Sam had recently been named ambassador to Eritrea and was awaiting Senate confirmation. An enthusiast of all kinds of music, Sam was a talented pianist and organist and performed at numerous concerts both in the United States and abroad. In 2007 he recorded a CD of Negro spirituals with Natalie Carter, a prominent Washington area contralto. A gifted linguist, he spoke Spanish, French and Portuguese fluently, and also conversed easily in Italian. He won numerous Department of State awards as well as the Ordre du Mérite from the French government and the Cruz de Caballero de la Orden de Isabel la Católica from the Spanish government. Sam was a devout Catholic and participated actively in church life, often playing the organ and piano at Mass, in parishes all over the world. He was also a member of the Agrupación Católica Universitaria. Sam will be greatly missed by family, friends, and colleagues, and remembered for his keen intelligence, gentlemanly demeanor, remarkable sense of humor, passion for music, devotion to his family, active Roman Catholic faith, and commitment to serving his country. Sam was preceded in death by his father, Bill Goodykoontz. He is survived by his wife, Odile; daughters Gabrielle, Charlotte, Sophie and Odette; grandchildren Zahraa, Gabriel, and Leila; his mother Mary Susan Goodykoontz; brothers Matthew Brock, Clement Brock and Bill Goodykoontz; and sister Mary Susanna Gilmore.

Thoughts

My French wife Christine and I were good friends with Odile and Sam during my time at the U.S. Embassy in Kingston, Jamaica. I'm not sure why, but I was thinking about Odile and Sam in the last few days and decided to look on the web to see if I could find anything about their current whereabouts. I was very saddened to read that Sam died in 2012 while serving at the U.S. embassy in Ottawa. I would like to pass on our thoughts to Odile and to let her know that we think about the good times we had in Kingston when we saw each other often. I also feel bad that we lost touch with each other over the years (the occupational hazard of the Foreign Service). But it was lovely to read the well deserved tributes to Sam on the Memorial page. He was a terrific soul -- kind, caring, dedicated to his family (which comprised Odile, Gabrielle, and Sophie when we knew them in our Kingston period, 1979-1981). I retired from the Foreign Service in 1991 and came to Penn State University to do a Ph.D. and to direct the study abroad program. I retired from that position in April 2010. Christine and I have remained in State College PA. Christine suffers from Alzheimer's disease and she attends an excellent daycare program here with a terrific director. Our older daughter Dominique is now a zoo veterinarian located in Tampa FL (Sam and I went up to Florida together a couple of times when we were in Jamaica and hung around the Miami area). Our younger daughter Anne and her boyfriend live with us in State College. I'm not sure Odile will remember us very well, but I would appreciate it if you would pass on our best wishes to her and our hopes that she is doing well. It's been four years since we lost you and a lot has happened... You have a new grandchild, beautiful little Josephine. I told Sophie when she was pregnant that you loved that name, after all you named one of our dogs Josephine Marie-Rose, and I'm sure that helped Sophie and Chris in their name choice. Gabriel has cried for you several times; he mourns you as a lost father figure, the only one he knew thus far. I have a Masters now, and I work for the government though nothing as cool or exciting as being an FSO. I think Blueberry Hill has been good for all of us. Manman is still as selfless and hardworking and wonderful as ever. Zahraa and Gabriel and Leila are growing up... They know who you are. They recognize you from pictures. I tell Gabriel little things about you whenever I can. I know Gaby does the same with the girls. The other day Chunk, a big friendly dog, chewed off the legs of the buffalo you gave Gabriel after a trip West, and when Gabriel found it he cried and cried... because it's one of the only things he has from you. I comforted him and told him I'd sew the buffalo back together but then I cried too. Gabriel sings very sweetly and is very good with language. He is as against learning French as you were for it... But that might change. I try to balance doing what would make you proud and knowing that you love me no matter what. I miss you.

My thoughts and prayers go out to Sam's family. I met Sam when we were both serving as DCMs in neighboring African countries. He was a highly respected colleague and a dedicated Africanist. Sam has left warm memories and good works throughout the world. . .
